Dr. David T. Sovine is in his seventh year serving as the Superintendent of Frederick County Public Schools. During his tenure, the school division has revised its Division Comprehensive Plan and launched a number of innovative programs in support of the plan including balanced literacy, full-day kindergarten, a pilot preschool program, an instructional coaching model and a 1:1 Chromebook initiative.

Dr. Sovine has been an educator for 27 years and served as the Executive Director of K-12 Curriculum and Instruction and Secondary Education in Spotsylvania County immediately prior to becoming Frederick County’s Superintendent of Schools. Prior to serving in central office leadership roles, Dr. Sovine served as a high school principal and middle school principal in Chesterfield County. During his four years as principal at Monacan High School, the school was recognized for two consecutive years by Newsweek as one of the best public high schools in the nation. In his final year as principal there, The Community Foundation serving Richmond and Central Virginia presented Sovine with an R.E.B. Award for Distinguished Educational Leadership. The award recognizes principals who go beyond the day-to-day demands of their position to create an exceptional educational environment.

Before becoming a principal, Dr. Sovine had leadership and teaching experiences at the elementary, middle and high school levels. As a teacher, Dr. Sovine received the prestigious Sallie Mae Teacher Award recognizing him as one of the top 100 new teachers nationally.

Dr. Sovine holds a Bachelor of Science degree from West Virginia University Institute of Technology, a Master of Education degree from Virginia Commonwealth University and a Doctor of Education degree from the University of Virginia.

Dr. Sovine serves as an adjunct professor for James Madison University and has served as a guest lecturer at the University of Virginia. He also is very involved in a variety of local, state, and national organizations and boards including the Virginia Statewide K-12 Education Advisory Council, the Virginia School-University Partnership, the Washington Area Superintendents Study Council, AASA (The School Superintendents Association) Governing Board, the Virginia Association of School Superintendents Legislative Committee, the United Way, the Youth Development Center, Bright Futures-Frederick County, Bright Futures-USA, the Winchester Medical Center Foundation, the Frederick County Educational Foundation and the Rotary Club of Winchester.

Selected Achievements During Dr. Sovine’s Tenure as Superintendent of Schools

  • Initiated a pilot preschool program 
  • Implemented full-day kindergarten division-wide
  • Implemented an instructional coaching model to support high-quality instruction
  • Implemented a 1:1 Chromebook initiative equipping all students in grades 3-12 with Chromebooks
  • Developed and implemented a health and medical sciences career cluster in career and technical education
  • Opened the new Frederick County Public Schools Transportation Center
  • Implemented the use of electronic textbooks for some courses
  • Implemented a buzz-in entry system to enhance security at all elementary schools
  • Established Bright Futures-Frederick County
  • Constructed and opened the replacement Frederick County Middle School
  • Purchased land for a fourth high school and secured funding for the design of the fourth high school and 12th elementary school
